1. Re-install the Intel Driver Update Utility.

2. It is very important that this time during the installation process, when you get asked the following question:

3. Click on "Decline"

4. Once the installation is complete, restart the computer.

5. Uninstall the Intel Driver Update Utility using the regular Uninstall option located in "Programs and Features".

6. Restart the computer

7. Delete the SUR folder

 

By now on every subsequent restart, the folder should not be re-created, or at least that is what I am observing here.
